This includes how relevant the site is that is linking to the site who's ILQ is being considered and also the popularity of those links. The quality of inbound links is very important to ranking well.
Measuring ILQ
SeoCompany.ca has developed an ILQ tool which was designed to give users a rating for their ILQ. Several factors are considered including the number of links from the Yahoo directory, DMOZ directory, links with an edu extension and links from a gov extension.
Increasing ILQ
A site can increase it's ILQ by increasing any of the factors the ILQ tool considers. It is also receommended that a site increase several other types of links which include getting links from relevant sources and if possible gaining one way links which are thought to be more valuable.
